CLTs as drivers of a just transition

Governance is key to unlocking the Environmental and Social benefits of circularity

Community Land Trusts (CLTs) are powerful catalysts for delivering a just transition. Their innovative land ownership model naturally aligns housing affordability and long-term sustainability goals.

As permanent owners and stewards of the land, CLTs maintain long-term responsibility for project success, incentivising whole-life building decision making. This manifests in sustainable choices: durable materials, low maintenance costs, and environmentally conscious construction. Their collective governance model also enables communities to embrace innovative shared solutions, from mobility to renewable energy systems.

Building on these strengths, the report outlines a strategic three-pillar approach to strengthen CLTs capacity to deliver circular building practices by establishing regional CLT hubs of circular expertise.

“When you focus on the ‘G’ - the governance, as CLTs do - the ‘E’ and the ‘S’ tend to follow, because the incentives are aligned”

Alice Haugh, Laudes Foundation

The European CLT Network and its members continue to promote and deliver affordable, inclusive, and environmentally sustainable homes across Europe.
