Publication of new report on transforming management of large housing-led sites in England and Europe

This report explores how community-led place stewardship offers a viable alternative to traditional private management companies for large housing developments. It presents a community-led stewardship model through Community Land Trusts, sharing scenarios for local councils, developers, and communities to implement this approach.

Drawing on trailblazing England case studies and lessons from Europe, the report offers practical proposals to inform the EU’s European Affordable Housing Plan and the UK’s goal to build 1.5 million homes by 2029. The report was developed in collaboration with Dark Matter Labs, the Community Land Trust Network, and funded by Laudes Foundation.
